It's a Citizens Initiative of Insuring of Public road owned by ISO 9001:2008 Certfied Hubli Dharwad Municipal Corporation (HDMC) in Hubli in Karnataka. Karnataka states second largest Hubli City is situated on GOLDEN QUADRILATERAL. This Citizens initiative idea of public private partnership initiative has began a new chapter in bringing concept of road maintenance against natural calamities in the History of Municipal Corporations for city Roads by insuring them for maintenance and safety..

WHY INSURANCE FOR ROADS BY CIVIC AUTHORITIES A NEED OF THE HOUR?

The roads being lifeline of every city and Maintenance of roads by Municipal corporations a big challenge for city corporations to manage and maintain in time with minimum funds for infrastructure development. Basic Civic amenities a need of the hour for every urban local body civic authorities.

For the Past and lost 63 years every small and large city towns are sufferering Because of revenue they spend in maintaining of Roads every year. Municipal Corporations have been not been able to maintain themselves because of the lack of infrastructure Funds available to Stream line and for proper utilization in a direction of city growth and Development challenges, New strategies, Implementation Responsibilities, Vision, Resource, Time frame and Action plan,Satisfaction,Monitoring the Quality is need of the hour to overcome in ensuring the Quality and more than that Engagement in Creating citizen awareness. So Adopting New way of Insuring the public roads by civic authorities can help the dream of maintenance of roads in long term in the cities for future of the Civic Authorities to strengthen and improve their financial position by saving the revenue collected by way of Taxes when roads are lost due to natural calamities.

Insurance will help upkeep of the roads and damages that are covered under the risk are met with an assistance from the insurance company in case of damages. Timely repair of roads can take place preventing public from going to the civic authorities requesting for repairs because of the timely availability of funds for the particular road work if damaged and Insurance companies will also act as Care takers for the Quality of works by Contractors in delivering the roads to corporations in time.

First municipal road to be insured

Timmasagar Temple main road at Vidyanagar in the Hubli-Dharwad Municipal Corporation (HDMC), Karnataka was insured by the residents of the area for an amount of Rs 2,00,000 in August 2007. After obtaining permission from HDMC the residents of the area, led by Dr Mrityunjay C Sindhur, approached the Oriental Insurance Co Ltd and got the 385 m-asphalted road insured for a period of one year from August 2, 2007 - August 1, 2008 at an annual premium of Rs 303. As per the policy, the insurance company would pay HDMC for the repair in case of any damage to the road, barring man-made ones.

TECHNICAL DETAILS OF THE ROAD:
Timmasagar Temple Main Road in Vidyanagar is as old as 50 years and connects Two Major Arterial roads that is old National Highway No. 4 and Unkal Hosur by pass road at other end in the Heart of Hubli city in Vidyanagar runs all along the high profile residenstial locality and Length of the Road 385 Mts and width 9 mts, The road Infrastructure work was under taken by HDMC zone 09 at the cost of Rs.6 lakhs under Calamity Relief Fund (CRF).

WHAT WAS THE CONDITION OF THE ROAD?
For past 25 years the condition of the road was very bad With full of potholes and commuters of this road had lot of problems using. The road was not maintained by HDMC and thus immense delay was noted by residents for year after years for nearly two decades. In 2006 the resident citizen Who led the campaign for asphalting of the road with former HDMC commissioner Sri.P.Manivannan to help residents for the road work Which was long standing demand of residents. HDMC Brought out the work from cold storage to Hot Mixture Plant and Civic Authorities under took the Road Asphalting in Aug 2007.

WHY INSURANCE IS NECESSARY FOR PUBLIC ROADS?
To overcome the delays in getting the road repairs from Civic authorities like Corporations or Government, semi Government Organizations or with road development corporations when Undertake public works through Tenders for Public Roads the maintainance clause is applicable for damages.But the damages that occur due to Natural Calamities like excess rains, floods are not Accountable in Maintenance conditions put to the contractors. In all such cases Road Insurance will Come in rescue of protecting the road infrastructure. And dependency for funds for repair on the civic bodies like Municipal Corporation is totally avoided routinely causes lot of delays And long process by itself in under taking such Repair works. If the damages are within the clause of scheduled claims for risks covered and early repair works can be carried out independently and immediately. Thus Insuring the public roads a better option and easy way for all city corporations like public authorities because the maintainance by Insuring the Public roads will definitely help maintain them in time with saving money for the civic bodies.

HOW TO OBTAIN NO OBJECTION CERTIFICATE FROM CIVIC AUTHORITY?

I a resident citizen of the area Campaigned for the road infrastructure work with HDMC. Took initiative of this new innovative idea to insure and protect the public road owned by Civic Body of an ISO 9001:2000 Corporation. It will also reduce the burden of maintenance for Civic Body. I Requested the civic authority for NOC (No objection certificate) in writing. Response given by HDMC for first ever request for insuring it's road by Citizen for the first time in the State History was welcomed by Former commissioner Sri.P.Manivannan and condition being put by the Civic Body was that in case of the damages the money from the Insurance company will be directly remitted to the HDMC (Hubli Dharwad Municipal Corporation an ISO9001:2000 Corpn) account for immediate undertaking repair works.

WHO CAN INSURE THE ROAD?
Any citizen of this country can insure any Public Property Owned by Government or any Public Authority provided the NOC (No Objection Certificate) from the concerned Public authorities in writing is must.The road insurance was possible under General Insurance clause "Insurable Interest" Which gives an opportunity for any public authority to issue NOC to any Citizen who comes forward to insure in the interest of Public for any public property owned by Government or Municipal Corporation.

FOR THE THIRD YEAR
With NOC the Insurance company was contacted for Insuring a public Road for the First time Owned By Civic Body.The Oriental Insurance Company Ltd. issued the policy for the Newly asphalted 385 Mt road Timmasagar Temple Main Road in Vidyanagar Hubli. at a Premium of Rs893/- at sum assured for Rs 6 laks issued Standard Fire and Peril Policy Schedule and Policy. NO-422101/11/2010/161 for the road Against the damages in days ahead.

Any private agencies digging the road( Break open the Asphalt) for laying cables,Pipeline or Repairing Underground Pipeline with Permission of the civic authority have to pay the Required amount for obtaining road cutting permission Without fail and Civic body will repair the road itself.

This initiative of Insuring the roads for the first time in the country by citizen a new Idea for the maintainance if adopted by Central and State Governments . It will become reality come true in the long run for getting rid of bad roads.If National and State Level planning Commissions initiate a Policy in tenders to safeguard the Health of public Roads in every city that are Owned by civic bodies such as public Authorities to help save the Revenue on the maintenance of Public roads. The recognisation of the innovative and initiative idea of residents to protect public road owned by one and only ISO 9001:2008 Certified Hubli Dharwad Municipal Corporation (HDMC) against the damages for 385 Mt long Timmasagar Temple Main Road went in to another national level record as first ever municipal road insured by residents a public property against damages It is a glad and Happy movement for Residents of the area with a group of ten residents of the area who paid premium jointly shared Rs 893/- for Rs 6Lakhs sum assured standard fire policy issued by Oriental Insurance Company Ltd .Hubli A public sector undertaking Insurance Company Owned by Government Of India which issued the road insurance policy for road that stands in the name of corporation and the NOC (No Objection Certificate) issued by HDMC and This March 2010 road entered another national level record in INDIA BOOK OF RECORDS 2011 Edition. Public Road entered Limca book of Records in 2008
