Timmasagar Temple Main Road in Vidyanagar is as old as 50 years and connects Two Major Arterial roads that is old National Highway No. 4 and Unkal Hosur by pass road at other end in the Heart of Hubli city in Vidyanagar runs all along the high profile residenstial locality and Length of the Road 385 Mts and width 9 mts, The road Infrastructure work was under taken by HDMC zone 09 at the cost of Rs.6 lakhs under Calamity Relief Fund (CRF).
WHAT WAS THE CONDITION OF THE ROAD?
For past 25 years the condition of the road was very bad With full of potholes and commuters of this road had lot of problems using. The road was not maintained by HDMC and thus immense delay was noted by residents for year after years for nearly two decades. In 2006 the resident citizen Who led the campaign for asphalting of the road with former HDMC commissioner Sri.P.Manivannan to help residents for the road work Which was long standing demand of residents. HDMC Brought out the work from cold storage to Hot Mixture Plant and Civic Authorities under took the Road Asphalting in Aug 2007.
To overcome the delays in getting the road repairs from Civic authorities like Corporations or Government, semi Government Organizations or with road development corporations when Undertake public works through Tenders for Public Roads the maintainance clause is applicable for damages.But the damages that occur due to Natural Calamities like excess rains, floods are not Accountable in Maintenance conditions put to the contractors. In all such cases Road Insurance will Come in rescue of protecting the road infrastructure. And dependency for funds for repair on the civic bodies like Municipal Corporation is totally avoided routinely causes lot of delays And long process by itself in under taking such Repair works. If the damages are within the clause of scheduled claims for risks covered and early repair works can be carried out independently and immediately. Thus Insuring the public roads a better option and easy way for all city corporations like public authorities because the maintainance by Insuring the Public roads will definitely help maintain them in time with saving money for the civic bodies.
Any citizen of this country can insure any Public Property Owned by Government or any Public Authority provided the NOC (No Objection Certificate) from the concerned Public authorities in writing is must.The road insurance was possible under General Insurance clause "Insurable Interest" Which gives an opportunity for any public authority to issue NOC to any Citizen who comes forward to insure in the interest of Public for any public property owned by Government or Municipal Corporation.
With NOC the Insurance company was contacted for Insuring a public Road for the First time Owned By Civic Body.The Oriental Insurance Company Ltd. issued the policy for the Newly asphalted 385 Mt road Timmasagar Temple Main Road in Vidyanagar Hubli. at a Premium of Rs893/- at sum assured for Rs 6 laks issued Standard Fire and Peril Policy Schedule and Policy. NO-422101/11/2010/161 for the road Against the damages in days ahead.
If any damage occurs to the road city corporation along with the Insurance company will be informed in Writing as soon as possible and Called for Joint inspection of the road and assessment for damages will be done.Then surveyor appointed will Estimate the cost of repair as per the conditions of policy issued and amount for repair will be directly remitted to corporation account for repair work .Thus it will help save time and protect public roads and repair at the cost of Insurance company and saves lot of time and revenue for Municipal Corporation or public authority.
This initiative of Insuring the roads for the first time in the country by citizen a new Idea for the maintainance if adopted by Central and State Governments . It will become reality come true in the long run for getting rid of bad roads.If National and State Level planning Commissions initiate a Policy in tenders to safeguard the Health of public Roads in every city that are Owned by civic bodies such as public Authorities to help save the Revenue on the maintenance of Public roads. The GOVERMENT CAN THINK OF INCLUDING THIS AS A POLICY MATTER FOR CONTRACTORS IN THE TENDERS FOR CLAUSE AGAINST THE COMPULSSORY FOR MAINTENANCE EVEN UNDER ROAD DAMAGES THAT OCCUR DUE TO NATURAL CALAMITIES UNEXPECTEDLY.
If Insurance for Public Properties like Roads owned by Civic Bodies is made along with citizens Or Resident welfare associations (RWA) participation or Directly by Government with Revenue, Finance, Urban Development Authorities, Municipal Administration, Public works Department and Infrastructure Planning, Road Development Authorities,Semi-Government Organizations, Government undertakings unitedly initiate it as policy matter in Tenders as new innovative idea for maintenance of roads to save revenue for the Municipal Corporations and Civic Authorities Collected by way of Taxes can be utilized for providing better civic amenities .

The recognisation of the innovative and initiative idea of residents to protect public road owned by one and only ISO 9001:2008 Certified Hubli Dharwad Municipal Corporation (HDMC) against the damages for 385 Mt long Timmasagar Temple Main Road went in to another national level record as first ever municipal road insured by residents a public property against damages It is a glad and Happy movement for Residents of the area with a group of ten residents of the area who paid premium jointly shared Rs 893/- for Rs 6Lakhs sum assured standard fire policy issued by Oriental Insurance Company Ltd .Hubli A public sector undertaking Insurance Company Owned by Government Of India which issued the road insurance policy for road that stands in the name of corporation and the NOC (No Objection Certificate) issued by HDMC and This March 2010 road entered another national level record in INDIA BOOK OF RECORDS 2011 Edition. Public Road entered Limca book of Records in 2008
How Insurance will help? To what extent

Roads damages due to natural calamities are not covered under the contractors terms put and conditions made in the tenders for maintenance but insurance if done for roads can take care of damages that occur due to natural calamities.Insurance claim will be directly remitted to account of civic bodies in case damages and deposited money will be utilized for early repair.

The Roads a life line of all the existing cities in Urban conglomerate which is increasing in width and depth of Urban landscape .There is no city without roads that leads to your needs of your comfortable travel.
